Launches “Mobile Pensions Council”

Abu Dhabi, 6 August 2025: The General Pension and Social Security Authority (GPSSA) has launched its new "Mobile Pensions Council" initiative, an on-site program designed to provide direct pension services, legal consultations, and awareness on pension laws to insured individuals and employers. This program aims to enhance community engagement and reinforce the principles of social solidarity and shared responsibility across the UAE, aligning with the nation's "Year of Community" in 2025.

Hind Al Suwaidi, Executive Director of the Pensions Sector at GPSSA, emphasized the GPSSA’s commitment to developing innovative social programs. "The Mobile Pensions Council is a direct reflection of our dedication to serving the community and fostering sustainable partnerships with government entities," she stated.

"It's an effective tool to strengthen communication between GPSSA and the public, aiming to support social and economic stability for UAE nationals." The Council's core objectives include raising awareness of GPSSA's pension and insurance laws, encouraging beneficiaries to make informed retirement choices, and cultivating a community culture that values early retirement planning. Furthermore, the initiative seeks to streamline government procedures by collaborating with partners to reduce bureaucracy and enhance service efficiency. "Ultimately, our goal is to improve the quality of life for community members and contribute to the UAE's regional and global competitiveness.” Al Suwaidi added.

The Ministry of Energy and Infrastructure hosted the inaugural session of the Mobile Pensions Council, highlighting inter-governmental cooperation. His Excellency Engineer Fahad Al Hammadi, Assistant Undersecretary for Support Services Sector, said, "The Ministry is keen to support all government initiatives that strengthen our collective efforts to serve the UAE community,". He also explained that pension systems offer vital insurance privileges, and it is crucial for individuals to understand them through official sources. The GPSSA's specialized team will empower insured individuals to build practical retirement plans based on accurate information. H.E. Al Hammadi further highlighted the proactive nature of the councils, stating, "These councils reach customers directly in their workplaces, aligning with government efforts to enhance community service. This is particularly significant as we observe the 'Year of Community,' emphasizing Emirati values and our continuous commitment to building a cohesive and prosperous society."

The Mobile Pensions Council operates through targeted field visits to both government and private entities. This mechanism ensures convenient access to GPSSA services, eliminating the need for individuals to visit service centers. During these visits, specialized advisory and service staff will provide instant data updates, offer legal consultations, and distribute awareness materials on GPSSA laws and services. They will also be equipped to answer inquiries and complete transactions using electronic devices. This initiative serves as a dynamic platform for dialogue, allowing GPSSA to explain its services, exchange viewpoints, and gather suggestions from employers, insured individuals, and retirees. The program will feature a series of activities, awareness seminars, and media campaigns to maximize its reach and impact.

If a pensioner from the GPSSA returns to work, and their pension disbursement was suspended because their salary was greater than the pension amount, and they contribute again under the provisions of the law, how will their service be settled in the future if they leave work?

· If they become entitled to a pension for their subsequent service period, they shall be disbursed the larger of the two pensions, whether it's the one they are entitled to for their previous service period or for their subsequent service period

· If they become entitled to a gratuity for their subsequent service period, the gratuity shall be disbursed to them, and the suspended pension shall be reinstated for disbursement

If an employer paid excess amounts to the GPSSA, is there a specific period within which they have the right to claim them back?

Yes, the employer may reclaim any amounts they paid to the GPSSA that exceed the required contributions, but under condition that they claim them within two years from the date of payment.

Is there a mechanism that the Insured, Pensioner, Beneficiary, or any interested party must follow to claim their rights and have reconsidered before resorting to litigation?

Before a rights holder can go to court, they must first appeal the pension or gratuity decision to the Insurance Appeals Committee formed by the Board of Directors, and this must be done within five years of becoming entitled to the pension or end-of-service payment. This means the committee must be petitioned before taking legal action against the employer, and the appeal has a five-year deadline.
